Does the teaching of baptism for forgiveness of sins harmonize with the rest of the New Testament?  Absolutely.

     Compare Peter's response in Acts 2:38 to the following passages:

     Jesus said that a man must be born again, or born of water (baptism) and spirit (receive the gift of the Spirit) (John 3:1-5).

     Jesus said, "He who believes and is baptized will be saved" (Mark 16:16).

     Jesus said, "Go therefore and make disciples of all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Spirit" (Mathhew 28:19).

Every New Testament conversion in the book of Acts demonstrates that baptism is involved in God's process of saving man.  Take a look at the following chart:
